Surabaya City Emblem

The Surabaya City emblem consists of a stylized hexagonal shield with the Heroes Monument at its center, a sura fish at the top, and a crocodile at the bottom, facing each other in attack. The composition belongs to Surabaya’s city-level regional government in East Java, Indonesia, and is distinct from promotional or tourism branding.

• Hexagonal shield: The stylized, blue hexagonal shield symbolizes protection for Surabaya.
• Heroes Monument: The silver or white Heroes Monument symbolizes the heroism of Surabaya’s young people in defending independence against colonizers.
• Sura fish and crocodile: The sura fish above and the crocodile below are shown in a mutually attacking position. This relationship is understood as “Sura-ing-baya” and symbolizes the courage of Surabaya’s young people in facing danger.
• Documented colors: The emblem’s documented colors include blue, black, silver or white, and gold or yellow. The source specifically assigns symbolic meaning to the blue shield; it does not assign separate symbolic meanings to the other colors.

The Surabaya City emblem has its legal basis in Surabaya City Regional Regulation No. 34/DPRDS of 1955 on the Emblem of Greater Surabaya, which the Surabaya Legal Documentation and Information Network records as still in force. Presidential Decree of the Republic of Indonesia No. 193 of 1956, dated December 14, 1956, permitted Greater Surabaya to use the emblem approved through Greater Surabaya City DPRDS Decision No. 34/DPRDS. In 2025, the Surabaya City Government introduced “Surabaya City of Heroes” as an additional visual identity, not as a replacement for the established emblem.
